Community Action Partnership (CAP)
As a neighborhood located near downtown yet tucked between an industrial area and a major interstate, the Chinatown International District has historically struggled against unique and ongoing safety concerns.
The Community Action Partnership (CAP), a SCIPDA program, collaborates with partners in a respectful manner to develop and implement culturally sensitive, innovative, and creative long-term solutions to public safety issues in the Chinatown International District.
By addressing issues associated with crime, CAP works to improve the quality of life, economic vitality, and safety in the community. The CAP Program focuses on neighborhood beautification, business safety, safety education, and strengthening partnerships by:
- Developing and implementing long-term solutions to safety issues through the integration of community development and crime prevention strategies
- Promoting the connection between community pride and neighborhood safety
- Encouraging those that live and work in the district to adopt pro-active community roles
- Maintaining a strong channel of communication between the multi-cultural community and the City of Seattle Police Department.
- Serving as an advocate on behalf of community residents, workers, and visitors for improved safety in the Chinatown International District
CAP programs include the annual Spring Clean Up and "paint-outs," No Trespassing Agreements, Good Neighbor Policies, Business Watch Program, 9-1-1 Awareness Program, safety workshops, window graffiti prevention, facade improvements, and close caption television monitoring.

History
Founded in 1995 as a partnership between the Seattle Chinatown International District Preservation and Development Authority (SCIDPDA), Local Initiative Support Corporation (LISC), and the Seattle Police Department (SPD) to serve the Chinatown International District community. The CAP program was one of two original pilot programs in the nation for LISC's Community Safety Initiative.
